Urban Planner MOUQ, MCIP

With a Baccalaureate in architecture and a Master in urban planning of the University of Montreal, I worked during 30 years as a municipal planner and, since 2010, as a consultant in urban planning and in international affairs. I am also General manager of the Associated research Centers for the Urban Underground Space (ACUUS), organization we founded in Montreal in 1997.

At the City, during around ten years, I was in charge of Asia at the International Affairs Bureau, where amongst other things I was in charge of the participation of the City at the Expo2010 in Shanghai. In the 80’s and 90’s, I was responsible of the negotiations with the developers and architects wishing to obtain their permits (plans d'ensemble) for many real estate projects in the Montreal CBD and this is how I have been involved in the expansion of the Underground City.

In November 2003, I had the honor to be recognized as an emeritus graduate of the University of Montreal for my contribution to the international development of the Montreal. In 2005 and again in 2011, I was appointed as an overseas expert of the underground space planning by the Science & Technology Committee of the Shanghai Municipal Urban-Rural Development & Transportation Commission. In 2010, I received the Silver Magnolia Award from the City of Shanghai. On December 20th, 2011, the Society of French Planners (SFU) has nominated me as a Member of Honour of their organization. After been involved during twenty years as a volunteer at the OUQ, I chaired the International Affairs Committee of the Canadian Institute of Planners (CIP) from March 2010 to October 2012, and because of that designated Vice-President of the Commonwealth Association of Planners (CAP) for the Americas.
